Dogs can be very noisy. Barking for no reasons at all. Even the small toy dogs bark so loud.
Actually, small dogs are the ones who bark the most. It is because they feel threatened by other beings that are a gazzilion times bigger than them and think that barking is their only defence.

If you want a pet that hates you, stays with you only for the food you provide, is a fussy eater, who will scratch you for no discernible reason, who will run away, and who is basically waiting for you to die so it can eat you, get a cat. If you want an animal that will shower you with love and loyalty, as well as exhibit twelve thousand times the intelligence of a cat, get a dog.

Hiring "Yes Sir" type people get you exactly that. Someone that will tell you what you want to hear, not what you need to hear. Someone incapable of independent thought. Someone that needs to be told they are doing a good job all the time. AKA A Dog.
Hiring someone capable of independent thought, someone with the ability to be creative, someone that can think outside the box. Someone that isn't afraid to ruffle some feathers when needed. Someone that wont cower in a corner when you yell at them. AKA A Cat.
