Tbh, it’s both illegal and insanely hard to get into but the black market actually might be the best. I mean, who knows what will be in there. There are probably modified weapons and food. Infinite survivability 100% though.

2 inch thick metal doors. (No way they’re getting through.) like 5 meters of solid concrete for the walls. Like 500 survival kits, and don’t forget all the 100s of huge containers of food. And for combat, you could even make Molotov Cocktails to combat the zombies.

Costco. It's big enough that you can live comfortably while also rebuilding some form of civilization, so long as nobody tries to establish a dictatorship. Tons of exits too.
