“All censorships exist to prevent anyone from challenging current conceptions and existing institutions. All progress is initiated by challenging current conceptions, and executed by supplanting existing institutions. Consequently, the first condition of progress is the removal of censorship.”

Well, that's a nice thought but it's just not true.
In war, for example, soldier mail was often censored to prevent inadvertent release of information helpful to an enemy. The censoring allowed plans and material to remain secret and for progress to be made in the war. It did not prevent progress.
“All censorships exist to prevent anyone from challenging current conceptions and existing institutions. All progress is initiated by challenging current conceptions, and executed by supplanting existing institutions. Consequently, the first condition of progress is the removal of censorship.”
