Did Quentin rip off an Indian movie?

So amidst a drunken discussion of how Bollywood, kollywoodtollywood, mollywood & dark red meranti rip off Hollywood, I was describing a funny scene from Quentin's 1995 movie 4 rooms to the room,  when my Indian friend tells me the scene was 'made in India' and copied by Hollywood.   This is the scene.

And the earlier Tamil movie he referred to was this one which was supposedly shot in Singapore in 1979.

So besides learning of a new car brand called Toyoto, what say you folk?   Rip off or not?   Or is gambling on the little finger a common movie theme?  Did Quentin credit his inspiration ?

Anyway everyone in the room gave in to my friend's point and he broke into his victory dance. Being a guy,  this might have been more appropriate for him 

But he wanted to drive home his "made in India" point and did this instead.   

Since then I've quit drinking.
