I will clarify a potential misconception... users do not get muted or banned because others report them.
Reports are reviewed by moderators or staff. If there is evidence in the reports there was a violation of the community policy action will be taken by staff or moderators. This may or may not include warnings, editing/removing comments, temporary mutes or bans. Not all actions are public.
TL;DR: User get muted or banned as a result of their actions (TAKE PERSONAL RESPONSIBILITY)... not the actions of others (DON'T BLAME OTHERS FOR YOUR BAD BEHAVIOUR... learn from it).
