Is Liebe ist nebelstreif grammatically correct?

No, you need an article there. "Nebelstreif" is a noun. "Liebe ist ein Nebelstreif" works. Also note the capital "N".

That being said, "Nebelstreif" is also not formally correct, it's a poetic form of "Nebelstreifen", famously used in Goethe's ballad Erlkönig.

Yes that is exactly where I got it from. Though I was going for the poetic expression that life is a whisp of fog. But I guess love works too. I thought Liebe would be live as in Ich Liebe in Americka but that's not correct.

In that case you probably want "Das Leben ist ein Nebelstreif".
