"To many members playing" indicates the targeted audience (writing to those many members).
"Too many members playing" indicates an excessive number of such members (writing of those too many members).
The message changes a bit depending on which word but the basic idea remains the same (that it doesn't really matter).
Eh too is used more in that situation.
Cats are 50/50. Some have good personalities but many don't.
My cousins cat is decent, not sure if it's a certain breed of cat but she says it's more like a dog anyway. Just get a dog instead.
