“Well, what are you waiting for, an apology? Show’s over, get back to business.”
Torch explained himself thusly:

There was no time for jokes or food throwing when there were rumours of an attack on the city going around
Torch is on high alert due to the rumors, and would beat anyone senseless if he saw even a lick of violence.
He heads back to the capital, where Slash is lazing the time away in his office.
Torch had reason to be on edge. The main reason Slash had been peaceful so far was that he belived he could buy out the people inside by offering them comfortable lives and lots of money. But when torch, baesix and all the rest of the city refused, Slash had been very, very angry
Torch decided to try his best to make sure Slash would be peaceful. But ot would be hard to tell. Slash was good at faking emotions.
“Alright, Slash, listen up. These rumors are getting out of hand, and people are getting nervous. Unless you directly address the situation, things are just going to get worse from here.” He was trying to be urgent, because he knew that he wouldn’t be listened to if he gave a speech himself
Slash swiveled around in his chair and smiled peacefully and serenely
“Screw it. I’m doing my job, you better do yours.” Torch was always angry about something, and at this point he had no other choice but to resort to publicly humiliating citizens who crossed the line, and this would be done by incarcerating them and leaving them out for the world to see, or worse…
If he had bothered to turn around, he would have seen the smile of Slash grow to an almost grinch like grin
Will had a bad feeling in his gut. Slash had vanished. He went back to the tree underneath which was his underground bunker, hidden beneath a cover of leaves. He checked to make sure no one was around, removed enough leaves to access the hidden metal rungs underneath, and covered off the hole as he descended the ladder. Only he and slash knew of this place.
As he descended the final step, his fears were realized. There was Slash, muttering to himself as he put on a heavy suit of armour. He suddenly turned around as he saw Will staring at him, then calmed down when he saw it was only him
Meanwhile, Torch had decided that instead of a speech, he would put his section on lockdown. With his personal military squad, Spitfire Company, he would make sure that nobody left until he was sure nothing bad would happen.(This will end up backfiring on him)
Will couldn't believe it. Slash really was preparing for war. All Slash would say to him was "I'm going to give them a chance to surrender, don't worry" as he left the cave.
Will knew he didn't have much time. He knew one of the tunnels in the cave would lead to the city slightly faster than the way Slash was taking, but he would have to run all the way to get there.
