That should be "That was 15 commas," or "Those were 15 commas."

Well, the singularity/plurality (I think there's a term for that which I don't remember) of the verb (was/were) should agree with the subject of the sentence - in this case "that" or "those." It doesn't necessarily have to agree with the object. In practice it usually does when the verb is "was" or "were," because we don't normally talk about one thing being many things or many things being one thing. But when we do, we don't have to worry about the tense of the object - it's just the subject that counts.

An illustrative example could be

A lot of people are in that group.

vs

That group has a lot of people.
