Srsly, at high altitudes there are very strong winds which always flow east to west. Sometimes they do it in a more roundabout way, but anyway- yeah. That's why we get to blame China for all our bad weather.
Little explanation: There are winds everywhere but jet streams are narrow fast flowing winds(like rivers on sky) 1000+ kilometars long.

Birds, Japanese (to send baloon bombs to USA in WW2)...
Before existence of the jet stream was recognised, it caused serious navigational errors, and was implicated in one of the strangest aviation riddles: the-star-dust-mystery.
