The question is more interresting than it seems.
I'd argue it depends on what it is you mean, when you say (or want to say) "You suck".
To make it short, I'd say, it would not translate into the same polite formulation if you meant "You suck at Tennis playing" or if you meant "You suck as a person" (for not keeoing a promise for an example).
In the first case, a simple "I think you should train more" (for Tennis) would do the job imo.
It's probably trickier in the second case (promise not kept), as it depends, I think, on the kind and quality of the relationship you have got with that person.
An option in any case, is to abstain from saying it. If that's a good or bad idea, again, depends on many factors: you need to figure out what's the best option, and ponder if your reasons are good reasons or not so good reasons, then, the possible fallout if you open your mouth and "speak dah trueth" so to speak...
