Yes. Tis true. But both players agree on the time controls and neither player has the right to expect the other to use that time in some prescribed manner.
Each move in a chess game is meant to be savored....
So? That doesn't really matter how slow or fast people are...
According to your profile you haven't played any games on chess.com. So, are you talking about playing here, other sites, or OTB. On chess.com you can choose how fast or slow a game you want. I can't tell you much about the other sites because I don't use them much.
