OTFER: normal civilian whose working is on the american time and conversation to the clubber. While the otfer diplomat and the emperor can have talk or negotiate a treaty to the clubber

I mean yeah, the old definition was, "Someone who is active on Off Topic Forums."
But since I made my popularity tier list, I've seen much more.
If we count everyone here as an "OTFer" then this would be community of hundreds of people that aren't really active. The problem with these new guys isn't that they're mean or something, they just come and go, like an airport. Which really isn't a bad thing, but are you really an OTFer at that point?
If we really want to like "honor" people of @cornn, or @BasixWhiteBoy's time, then I feel like we should revise the definition.
