The OP has likely heard the term sigma used in the context of ratings.

In statistics, the Greek letter sigma refers to the standard deviation of a distribution. If the distribution is “normal” (I.e., bell-shaped), a score one standard deviation above the mean is at about the 85th percentile (I.e., greater than 85 percent of the scores in the distribution). Given the mean and the standard deviation, it is possible to determine the percentile of any score.

In Elo’s original rating system for OTB play, the mean rating of tournament players was about 1500 and the standard deviation was about 200. He constructed the system so that the standard deviation roughly corresponded to the size of a rating class.

Today, the mean rating is actually much lower than 1500, likely due to the large number of scholastic players, which were not a significant part of Elo’s data. However, if we exclude scholastics, I think Elo’s original interpretation of the rating distribution still applies.
