Depends on what you mean by the first chess game. If it is the first game of a chess like game played (chaturanga) then it would be in india. But if you mean the actual game (How the pieces move) was probably in Europe in 15th-16th century (too lazy to search the country). But if by chess, you mean the exact same rules as today's chess (including special moves) then again, I'm too lazy to search the country but it would be the first game played in either 1561 after the rule en passant was invented or after 1880 when the rule was accepted by fide (still don't know the country).
