It's usually lack of socialization.  Dogs need to have regular interaction with other dogs and people growing up.  Of course if dogs don't get enough exercise, that can make them hyper too.

my dog was a stick dog , all day throw the stick , my arm lol , i used to wedge a stick in a tree , crack a beer sit back and watch him bounce in vain for it for hours , crazy dog
