this is a difficult problem. as with all aspects of society, some people just choose to be idiots.
if chess.com limit the number of games, serious chess players (who can handle the load) are disadvantaged and may move away. bad players would still run the max and then timeout most of them, solving nothing.
the only way is not focusing on the number of games, but looking at the timeout % ... perhaps there could be a sliding scale for how many games you can play, based on this percent. for example:
0-10% timeouts = unlimited games
11-20% timeouts = 150 games
21-40% timeouts = 100 games
41-60% timeouts = 50 games
61% or more = 10 games
the numbers above are purely theoretical, just to make a point. but something like this would work more successfully than a carte blanch game limit system.
perhaps, also, new members are automatically limited to 50 games until:
a) they've been a member for a month
b) they complete 50 games
c) they upgrade their membership
(whichever comes first)
it's not ideal ... but it would probably reduce the headaches.
