The average time is given only by the players who completely solved the problem.
You never run out of time in TT. If you don't solve a problem quickly enough, then your rating will not increase, but the goal is to solve the problem.
A problem rating is automatically adjusted each time an user attempts it. If he manages to solve the problem, its rating goes down, otherwise its rating goes up. The quizzes have exactly the same type of rating as the users.

Just a few questions though -
The Ave. Time shown - is that for all attempts by players whether they were successful or not. i.e. get the first move wrong, the clock stops and that time is included in the average time calculations? Or is it the average time just for successful completion of a tactic?
And does the pass rate % include those that have run out of time but still manage to find the right move?
How is the problem rating calculated?
