Yes it is working. If they abort multiple games in a row, they have to resign and they can't abort.
If you play 1.Nf3/1.c4 many opponents will just abort and not get punished for it at all.
Deduct points or ban then for a time period which increases rapidly.
Your current system of handling the abuse of the abort button is not working.
