You only get that if its a moderator or Staff person you're trying to block.

There was a bug earlier today which wasn't letting people block others but yeah it's been resolved now

It seems that there is a bug in the blocking function. When hovering over the menu of a user's profile and clicking on "block", there appears an error message "user couldn't be blocked".
Please fix that, thanks.
