Yes, I was able to create a tournament, no start date required.

I believe the one created at https://www.chess.com/tournaments work now.

The language issue in Play is still being worked on.

This results in either getting a dropdown menu of time controls for live chess only, or else clicking through to "daily", and then just getting the same page with the same bug as before.
