My current rating is 1878, even though my highest is shown as 1865 in my profile

After a long time, I returned to chess, earned my highest rating, played a cheater twice, and lost both games. Then, I won a game, and the cheater got detected, resulting in a pump on my rating from 1828 to 1878. That does not count as my highest rating. Is this intentional?

Rating refunds won't impact your highest rating stats.

what if you get a rating refund and then win one more game (or draw and gain rating)?

Yes, the updated rating will be used in rating calculations, so if the new rating is your highest, that will update the stats. The stats only get updated post game completion.
