I don't think that off-topic will be going away. The number of posts there probably outnumber all the other categories combined.
I think off topic should preferably be split in two. One half for the serious threads not related to chess, and the other half for the random spam.

Here's my reasoning:
Off topic exists by purpose (maybe not intent) for random people like us to goof around in. If off topic doesn't exist, it's purpose must be fulfilled by regular forums, as LITO said. Demonstrating the goofiness of an OTFer with a raid would convince people to keep off topic, so that random people like us don't goof in regular forums, instead.
The off topic is only the collection point for trash forums! If something is off topic, that should be deleted, because it's off topic. Only chess related forums should be posted here. What's not chess related — for example, what's your daughter eat in Mc'Donald's (this is real, i see a forum about it in off topic) — should be deleted, and should not be moved to off topic. Please, post only chess related forums!
