Quebec is a province of Canada, not a seperate administrative region. I can understand the OP's point of view. Quebec is home to separatists(those that believe Quebec should be a separate country). But since Quebec is a province of Canada just like the rest, it should display Canadian flag.
Quebec
If every province and territory in Canada had their flag displayed here, then there be no Canadian flag to display. Canada is a country.

Scotland, Wales and England are no independent countries either. They should have the Union Jack.
Martinique and Guadeloupe are French regions.
yes they are.

Scottland, Wales, Catalonia, etc. all have their flags but not Quebec. It's really sad since we popularized the trend of voting for independence. It's almost a tragedy in my opinion. It would only be fair to add Quebec.
In canadian clubs, a lot of people uses the "Martinique" flag instead, which is, ironically, also not a country but a region of France. I mean god damn. You ever heard of that place?.
Did the developpers really forget Quebec THAT much? Or are we just denied because we voted for independence at only 49,4% in 1995? Was it not legitimate enought?
I don't want to be that guy, but it's just straight up common sense at this point.
If you include Wales, you have to include Quebec. Or no non-independent nation at all.
Coherence is coherence. Fairness is fair.
