I do understand having a time bonus for solving a puzzle quickly. We're supposed to be thinking on our feet. But when I ponder the board, that isn't *so* terrible, but I'm losing points by doing so. Perhaps to counteract that, if you study the board rather than rush into it, and you still lose, maybe you won't lose as many points?
Perhaps it's better to think about Puzzle rating in general as a learning tool. If you can find a solution quickly, then your rating should increase so you receive more difficult puzzles. If you get a puzzle wrong - regardless of how long you study the position - then rating should decrease.
In my opinion, taking a longer a time on a puzzle and getting it wrong is even more reason to have points deducted.
