I've seen a bunch of puzzles in the last week that were definitely incorrectly rated. Not only were they the wrong rating, but every single one of them was rated 1800. Here's the latest one I came across: https://www.chess.com/puzzles/problem/2120578
You can also tell because the pass rate on all of them was well over 90%.
The puzzles get their initial ratings based on members that have failed them or succeeded. After some time they get a set rating.
It's still possible that some may end up higher than might be appropriate. It shouldn't be extremely common though
