What does "Spectate" do?

I click on a player's name and in the small part of the profile there is an ellipses. I click on it and see "Spectate" and select it.
Nothing happens.
What I am expecting to happen is for it to take me to whatever live game this player is currently playing.
I go to their profile and click Watch and it takes me there, but when that game is finished and they start a new one, it doesn't follow me to the new game.
That used to be a feature here but it doesn't work now (if that is what Spectate is supposed to do anyway, otherwise how else do you watch their games?)
