No the clock starts before white's second move, so black also gets a move before the clock starts. Maybe to give players time to send a good game message...
Clocks start game incorrectly.

(BEFORE THE FIRST MOVE!)
Here at Chess.com we have one extra move for free (out of timing), which is our first move.
Currently on chess.com white moves before the clock time starts.
White`s clock should be started before not after white moves.
