fair play policy

I just won a game on time, not complaining there but it stated my opponent may get restricted due to the fair play policy. I didn't see how that was fair. Then it turns out I'm getting restricted on the same issue, I have to wait 5 min between games? Granted I've bounced out of games due to the server kicking me out or due to a disconect but is it real fair play if we get punished for poor internet connections. If we time out we lose and our score drops, this seems to be plenty enough of a punishment for have a bad internet connection. I'm all for the concept of fair play and all but this seems a little rediculous, it's not even fun now... Perhaps admin could reconceder this policy? Anyone else see issues or am I alone on this?

You may be right and are been punished for a internet problem. But how the admin could differentiate between you and the ones that disconnect on purpose?

There is other type of not fair: the people that when loosing just stop playing. I had 2 games almost in a row where i had to wait for more than 12 mins for the games to finish. After someone is restricted, is there something that will prevent them to open another account?

How do you report a player cheating? I just played a 2-1 game aginst Frankster73. His timer ran out and sat at zero, every time he moved, it would go back up to 1 second. Then while he was waiting for his move, his timer would run out. He was able to continue doing this until my timer ran out.
