Not showing temporary rating

When you mouse over someone's name, it shows the highest rating that person have in the time control/ variant he performs the best at.

One minor issue is for new players (or more exactly new accounts), it will show a round daily rating (1000?, 1400 or 1800) which reflect no game played, and instead depends solely on what the account creator said his or her or its level was while signing up.

I think such rating should not appear on mouse over. For example, there could be a cut off in the Glicko rating deviation over which ratings are said temporary and do not show in mouse over (if the RD raise back above the cut off afterward, it 's probaby ok to continue showing the rating nontheless).
