I find it puzzling that if I complete all my games and leave to check out some analysis that I'm considered as withdrawing from the tournament.

              Check with your group admin about that one.

Another problem is that on tie breaks head to head is not the first tie break.  I just came in first in a tournament where I lost to the player I was tied with.  He should have been first.

The order of tie break methods are pretty arbitrary, and non of them are perfect. You win some, ypu lose some. Just polish your first place trophy, so you have something nice and shiny to look at next time when it goes against you.

In every other sport head to head is the first tie break and USCF tournaments work the same way.
