I have a gold account and struggle to create a bullet tournament.Do I need to upgrade my account because only give me the option moves per day?

No, the only place members can create live tournaments is in groups. You would have to be admin of a group to do it. I think you aren't currently a member of any groups.
You haven't even played one game of bullet. You can't even play in a tournament until you have played a number of games.
Why don't you try a few games first?
