You can draw if you desire, but if you have a shot at winning the games you should play on. He should not have accepted that many games IMHO

I'm in a small tournament, just two of us left.
The other guy wants a draw because he has too many games. (32)
He also happens to be the tournament leader, this would give him first place.
Am I even allowed to agree to a draw under those conditions?
Can't he just "withdraw" from the tournament, even though we're in the middle of a game?
