When creating a swiss tourney, the minimum number of rounds you can create is 2. That requires 4 players and that would be the minimum required; the max number of rounds is 1/2 of the number of players, rounded down.
If it's an arena I think 4 is fine. And if it's swiss you need 4. These are both guesses, though.
