Offering a draw; I'm confused :-S

It is my turn in a game of Online Chess. I offer a draw. The site then tells me I have a pending draw offer. The clock continues to run, and it is still my turn. At this point, I'm a little confused Undecided. Do I need to make a move also, or will this negate my draw offer? And if I continue to wait for the offer to be declined or accepted, am I in danger of losing the game on time? HELP!

You can offer a draw after you made a move or before. If you offer a draw before your move, your opponent can accept or decline it without you having to make another move. Making a move won't negate the draw offer. However you are in danger of losing on time if you offer a draw and don't make a move.

Just a little follow-up question.

Is there any notification that the draw offer has been declined other than the fact that they make another move? I'd just like to know that they actually saw the draw offer and refused it, rather than just seeing them move and not knowing whether or not they saw the draw offer. Thanks again for your help.
