Updated Rules of World Cities League (April 2013) - A group of at least 10 members can access the league - The minimum number of players allowed per game in order to be valid is 8 for the 1st Division and for the preliminary rounds, 5 for the 2nd Division and 4 for the 3rd Division - Only 1000+ players take part in WCL preliminary round games and 1150+ players take part in 1/8 and 1/4 final games and 1200+ players in the final game - Vacation are allowed, with the recommendation that it uses as little possible - Time to challenge the group is 7 days, then the group must be locked. All teams must have locked their teams at the latest by official start date of the round. If not locked, it will be penalized according to already established rules. - Teams on the left side should send a challenge, but also teams from the right side can do that for them, if they have not received any challenge. - System that we will play in the league is a single round-robin in groups and the top teams advance to the next round and then to the playoffs (knockout phase in a one match). - Teams from the main (1st) groups of the preliminary rounds, who had not qualified for the knockout stage, establish new groups. All third-placed will establish the 2nd group, a 3rd group for the teams placed fourth and maybe a 4th group for the teams placed fifth and sixth to specify the ranking at the bottom. These groups will play round robin system. Points won in these new groups will be added to the existing points from the previous main groups. From the group formed by the third-ranked, all 4 teams go to the 1st Division and they only play for the final order of the places 5-8. From the 3rd group that have formed the fourth placed, the 2 top teams go to the 1st division and a final order is set in the bottom of the table. From the group formed by the fifth and sixth-ranked, they only can play for the final order of the places 17-21. Also, these teams in the bottom will play next year in 2nd Division. For the year 2014 half bottom teams of the 2nd Division will form the 3rd Division. The 1st Division is formed from 2012 by 16 teams - 8 finalists + 4 3rd placed + 2 of the top of the 3rd group + 2 top rated of the new teams asking to enter the League. For the 1st division and from 2012 the tournament begins with 4 groups of 4 teams each. The 2 top teams of each group advance and form 2 new groups of 4 teams each. The 2 top teams advance to the playoffs -semi final - (knockout phase in a one match). 3 top teams of DIVISION 2 move up to the 1st DIVISION. 3 teams at the bottom of DIVISION 1 move down to the 2nd DIVISION. 2 teams at the bottom of DIVISION 3 move up to the 3rd DIVISION. 2 teams at the bottom of DIVISION 2 move down to the 3rd DIVISION. Min Players for Division 1: 8 players; for Division 2: 5 players and for 2nd phase 6 players; for Division 3: 4 players. Min Players for the quarter final: 12 players; Min Players for the semi-final: 15 players; Min Players for the final: 18 players - If the teams in the group (or in the playoffs) equal to the number of points we would apply the elimination system: 1) Who has more team victories 2) the result between the teams and if it is a draw then, 3) Who has more individual victories (in first 10 table with all teams in the group) 4) Who has more individual victories with black pieces (in first 10 table with all teams in the group) All matches which had not be finished on the sheduled day(60 days after the match has started) and a player get more than 3-point advantage on his opponent, he would win. With only 3 points advantage or less the match would be declared a draw. - League should be played out on an annual basis - If a player is kicked out for cheating by Chess. com, all of its matches will be declared as not played if he won them and lost if he lost or draw, but his team will not be further penalized. - After completion of one round of matches in the forum in the main 1st group will be appointed the official results and standings. - The annual tournaments start no later than February 1st of each year. - One player will not be able to play for two different teams in the league for the same year, but he can belong to several teams and play other games. If such case occurs in a match, that parties will be annulled. - Every big team (more than 90 members) should play each match with at least 4/5 of the players with city flag, medium teams (50-90 members) with at least 3/4 of the players with city flag and smaller teams with at least 2/3. In all cases a foreign country flag can not be more than 1 in the first 10 tables and more than 3 in the first 25 tables. - Scoring system is W: 3; D: 2; L: 1; who not accept the challenge or not send a challenge (-1); who accepted the challenge but did not get enough players to start the match (0). If a team does not accept a challenge on time or the opponent team does not accept to play with less than 10 players, the "winning" team get 3 points. -Penalty for each day of delay lock team is -1 points, starting within 4 days. After 7 days the team loses the match with 0 points, and 0 points for first 5 table if the team enters the system due to the elimination of equal points. - New round in the main groups stage will begin every 2 to 4 weeks - Match name: 2013 World Cities League R1: Team 1 vs Team 2 Example 2013 WCL R1: Toronto vs Paris Starting Position: Standard Days per move: 3 Rating range: Open Players: 4+ or 5+ or 8+ or 12+ or 15+ or 18+ Concurrent games per opponent: 2 Auto Start: No Rated: Yes - All participating city teams agree with these rules.

YOU CAN NOT GO TO ONE PERSON TO SOLVE YOUR PROBLEMS. So start. Agree on the rules, agree on players AGREE on everything. Here is advice from my daughter who is Psychologist: when you come to this post think "AGREEMENT" never think "DISCUSSION". This is supposed to help (never liked psychologists and now I have one in the family). Some/many cities might/will leave which will make point system difficult. The rules are far from perfect or even good. But while you try to agree remeber I AM STILL THE ONLY SA AND INTOLERANT ONE. Hello everyone,These days I have been thinking about the feeling that I have in days. I did not want to make a decision immediately. But since for days I have this feeling, I'm sure I'm not mistaken. I founded this group to everyone have fun and play the game we love. But since it does not go in that direction, I feel more and more aversion when it comes to to participate in the work of this group. Simply, she no longer brings a nice feeling, but just a bad feeling. No longer enjoy it. I neglecting my core group on this site, because this league .. but I got nothing in return. Except bad feelings. I no longer want to do it. I have a family in which I enjoy. And I do not want to spoil the mood becouse these things. I am withdrawing from this and open group of World Cities League. My main group (Belgrade group) is at your disposal and will continue to play a league if you held it, and under the terms whatever you think of. These days I researched on the systems by which to play tournaments and how to determine the winners, ie. those who have the same number of points .. so I decided to drive out here the skeleton of our league. Give your suggestions and comments, so that in the next few days discussing it and finally adopt a formal system of league.First - the system that we will play in the league is a single round-robin in one or two groups depending on the number of teams. The first place in the group or the first two places in the group will play the semifinals and / or finals. This we know precisely when we determine the number of teams in the league this year. Each team will be officially assigned a number under which it will participate in schedule. If teams are divided into groups will be shared by the strongest going into group A, following the strength of the group B, third place in Group A and so on. The format is aligned with the EL2010 and the WL2010 formats and rules.Reservation: Minor changes and clariications might occur. TEAMSTeams participating in EL2010: 50 teams = 3 DIVISIONS á 12 TEAMS + 1 DIVISION á 14 TEAMS. Games will be played in the first three divisions, while the last division will be a qualification group for Division 3 next year on basis of the teams ranking on the Team Match Leader board. There has been an EL2010 FINAL CUT-OFF by December 31, 2010. PROMOTION FOR EL2011:3 top teams per DIVISION 2 to 4 – move up to the in mediate superior DIVISION. 3 teams at the bottom per DIVISION 1 to 3, moves down to the in mediate lower DIVISION. Teams in Division 4 and 5 that not have been promoted above to Division 3 are grouped into a Division 4. (In fact: Division 4 and 5 are merged into one division) A free spot in Division 2 will be given to the best ranked teams (on the TM Leader board) of Team Ukraine, Team Wales, Team Austria, and Team Lithuania. Team Ukraine is the best ranked and will be invited in firt hand. They must accept this by latest on Sunday 23th of January; otherwise will the next best ranked teams be invited instead. Two free spots in Division 3 will be given to the two best ranked teams (on the TM Leader board) in the new Division 4. Team Greece and Chess Club Holland are the best ranked and will be invited in first hand. The best ranked one are invited in first hand. · Country names and country flags must be applied to the team profiles. · The teams are allowed and encouraged to insert following text into their profile descriptions: ”This team represent (Country) in the Chess.com European League.” · At least one (1) team admins per team are encouraged to join the dedicated European League Headquarter for European League 2011 in order to receive all relevant info. · All team members are allowed to participate in European League team matches, as long as they fulfill current game settings and following the rules. · Team members are allowed to join different groups and teams but they may represent and play with only one country team in the European League. It is recommended to do it for the Country corresponding to the member profile flag. If any player(s) were found participating repeatedly in more than one European League matches with different country teams, that (those) player(s) might even will get banned from the European League competitions and the teams the player(s) represent will lose the individual games the player(s) have played or playing. · When creating a European League team match, should game settings and deadlines be applied according to guidelines that will be posted before any matches starts. · Team leaders are responsible to make sure that only players who are qualified according to the rules and guidelines have joined each match. · When a match is started, current scoreboards and standings will be posted on the European League Headquarters forums. Team leaders are encouraged to transmit this information to their team members. · Team members may NOT help each other out or use any computer assistance during their individual games. · If there is any suspected cheating or unfair play from the other side, should the team leaders report this to the dedicated European League Headquarter. Team leaders should not take matters into his own hands. · Team leaders should copy of the GENERAL RULES into the team forums, so that all participants are aware of the rules. · All participating country teams agree with these rules.
