for starters, you could educate yourself about what the Ruy Lopez is- because you have no idea.
After learning a couple of elementary things about the game (if ever), please feel free to come back with some ideas about rule changes, and such.

But I may have misunderstood

There are no forced draws in the Ruy, or pretty much any mainstream opening. Some Ruy mainlines, like the Marshall may be "a draw" in correspondence chess (with book and engine aid), but for class chess this is of no importance. You may argue about some line like the well-known "Zaitsev draw" (1.e4 e5 2.Nf3 Nc6 3.Bb5 a6 4.Ba4 Nf6 5.0-0 Be7 6.Re1 b5 7.Bb3 d6 8.c3 0-0 9.h3 Bb7 10.d4 Re8 11.Ng5 Rf8 12.Nf3 Re8 etc, but this is hardly a "forced draw"- both White, and Black can deviate.
But OK, I will use your example. Here is a GM game, both players have passed 2600 at some point in their career:
First, this silly, ancient line is not a forced draw- as you have been told already. And, more important, this was not a real game, but rather a pre-arranged draw (Banikas was training under Nikolaidis for quite some time, and to my knowledge they NEVER play against each other. Factly, in their games they have one win each (when they did not have any friendly, or professional relationship yet) and 24 draws.
I'm sorry, but there is no way to ban prearranged draws by using ANY Sofia, Buzumbura, Peking, or "name-your-favorite-town-here" rules.
