Basic question about openings and White / Black

I read (on Wikipedia) that the Caro–Kann Defence is a chess opening characterised by the moves:
1. e4 c6

 

My simple question is, would this still be considered the same opening?

1. c6 e4

 

Another way to ask this would be to ask if openings have a natural symmetry between White and Black.

not always but in some position s you say reversed rossolimo or reversed dragon. I think you mean c3 e5 then

You're talking about "reversed openings." That would be called a "reversed Caro-Kann." Of course it's not the same opening as the Caro-Kann because with 1. e4 c6 it is White's turn to move with that position.

No, just because an opening is the reverse of something does not make it "The reversed X".

For example, 1.e4 c6 is the Caro-Kann Defense.  1.c3, regardless of what plays, 1...e5 or not, is the Saragossa Opening.  1.e4 by itself has no name.

 

Another example.  1.d4 d5 2.c4 e6 3.Nc3 Nf6 4.Nf3 c6 5.e3 Nbd7 with Bd6 coming in the near future for Black is the Semi-Slav Defense, Meran Variation.  1.d4 d5 2.Nf3 Nf6 3.e3 e6 4.Bd3 c5 5.c3 Nc6 6.Nbd2 is the Colle Koltanowski, not the "Reversed Semi-Slav".  

 

So just because one opening looks like the reverse of another does not mean it is Reversed X.

 

Other pairs of openings that look like the reverse of each other:

 

London System - Slav Defense

English Opening - Sicilian Defense

Kings Indian Attack - Kings Indian Defense

Veresov - Chigorin

 

The list goes on and on.
