3. Ne5 would be a bad move since black has f6. If white still goes 4. Nf7, then capturing with king or knight would leave black a knight up. The reason for 2... Nh6 is because the knight will eventually go to f5 since white often develops with e3 and d4, so the knight will be able to pressure the weak e3 pawn.
