On a personal note, I play the English for the enjoyment, variety and playable positions such as the Reversed Sicilian, Botvinnik System and Nimzo-Larsen Attack.
It’s relatively low in theory and less tricks or traps compared to e4 and d4; gives me to freedom choose what ever I please:

Botvinnik advocated 1 c4 as he liked to play the Sicilian in reverse.
Korchnoi advocated 1 c4 as a way to avoid the Grünfeld Defence he thought strong.
Fischer played 1 c4 against Spassky to transpose to 1 d4 openings as a surprise and true to his principles "1 d4 = dull & drawwish" "1 e4 best by test". He never opened 1 d4 on principle.
Carlsen has tried 1 c4 against Caruana, as he got nothing with 1 e4 or 1 d4.

In fairness to Nepo, he was talking about a book he read as a child, by Luis Ramírez de Lucena, in which Lucena said that 1. c4 was possibly the worst move ever, and the reason being that you can no longer develop your bishop to c4 or b5, to which Radjabov and Ding had a good laugh.

No but with white even 1) a3 can be good. Example 1) e4-c5 2) Nf3-a6 can be good for black, 1) a3-e5 2) c4-Nf6 is exactly the same position with reversed color.
White can play "anything", white is rarely in bad position example 1) e3-e5 2) e4 (is just same position that 1. e4-e5 with reversed color)

The grass is blue. The sky is green. The 8-ball is White. The cue ball is Black.
Common sense dude! It is arguable what the worst move it, but it surely is not 1.c4.
I saw one already say f3. Another possibility might be 1.g4 as not only does g4 weaken the king but it can be attacked more easily than f3.
Not saying g4 is or is not worse than f3. The point is that sheer common sense would prove 1.c4 is not the worst move.
Now there could be debate of where it ranks amongst the 20 legal moves, but it surely is in the top 5!
Korchnoi, Botvinnik, Uhlmann, and many others frequently played 1.c4 as White!

Exactly, I had YouTube on in the background and heard Nepo talking about c4 and completely missed that he was referencing the book. It now makes more sense in context.
