1. c3 e5 2. c4 Nf6 ... - you get an inverted colors Sicilian! (and Sicilian is the best answer to e4, as they say!!!)
1. c3 d5 2. d3 e5 3. d4 - you get an inverted colors Caro-Kann!

1. c3 Nf6 2. c4 - You get some kind of inverted Réti. 2... e5 is an inverted Sicilian

Playing 1.c3 and then 2.c4 is about as stupid as someone I know that, with his absolute love of the Latvian Gambit, once played, as White, 1.e4 e5 2.f3 Nf6 3.f4.
Something like 1.c3 c5 2.c4 is just moronic. Why would you intentionally lose a tempo in a symmetrical position when it's been proven that symmetrical positions are a slight advantage for the player on the move, partially because you can't just continue to mimic for ever, you will eventually lose!
