Its not specifically on the Petroff Defense, but the book is called Winning Chess Openings by IGM Yasser Seirawan.
Petroff Defense
@crimsonwarrior yes it would seem that is the way to go for a aggresive player who knows how to make up for the knight.
The Cochrane gambit as it's called is quite different from other gambits.
With it white must not try and develop as quickly as possible in hope of a mating attack but he/she must build a strong center and attempt to strangle Black instead.
The cochrane is probably unsound, but Black needs to know what he/she is doing.
e4 e5 nf3 nf6 d4 has been played by anand before 4 times scoring 3.5 out of 4 so it looks like a good line to try
Why would black play this line? He is clearly worse for position and is down the exchange and pawn.
1.e4 e5 2.Nf3 Nf6 3.Nxe5 Nxe4 4.Qe2 has been known to be clearly better for white for a long time and that assessment is unlikely to change in the near future.

Actually Black is just down a rook.
Look at your above position a little closer. Black has a knight for a rook and pawn. This means that black is down the exchange and pawn.
Why are we analysing an inferior variation anyways? We should look at the main lines which are more or less critical.
Petroff Defence ah yezzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzz
I wanted to get this forum going again so heres another random line.
Completely random made it up as I went along.
I like to play white in it there are so many people ( like one who I played in a recent game ) who will play Nxe5 then Nxe4
playing 3...Nxe4 after the move 3. Nxe5 is fatal for Black. I wonder why would black play such a thing? Unless of course, black has a death wish
. I love playing Petroff Defense as Black. The only thing that can prevent me from playing it is that:
1. White deviates with his second move (Bishop's Opening, King's Gambit, Center Game, or Vienna Opening)
2. or I'm dead. (just kidding! sometimes, I get my hands dirty with Sicilian Hyper-Accelerated Dragon, French Defense and Philidor's Defense)
Regarding this 4. Nc4 line
I think Black is fine with the 4. Nc4 line of the Petroff defense. The Most challenging line so far (and most of my loses) would be this line
@fifthdimension, may I know the title of your book on the Petroff Defense pretty please? thanks a lot!
