The Fried Liver Attack is a very aggressive opening for White. You will be sacrificing your Knight on the f7 square and bringing your Queen out early to start launching an assault on the Black King. You will only be able to play the Fried Liver Attack depending on the opening moves by Black. If Black creates that opportunity, then you will be able to launch the attack.
In this variation, 9.a3 is played to force the Black Knight away from protecting the other Knight. The Black Knight then foregoes the opportunity to capture the White Rook.
