Ruy Lopez Question

This, to the best of my knowledge, is the Ruy Lopez closed variation.

1:e2-e4  e7-e5  2:Ng1-f3  Nb8-c6  3:Bf1-b5  a7-a6  4:Bb5-a4  Ng8-f6  5:0-0  Bf8-e7  6:Rf1-e1  b7-b5  7:Ba4-b3  d7-d6

 

So far white has moved the Bishop 3 times thereby losing tempo.  Wouldn't 3:Bf1-c4 make better sense??  If not why?  Why is it better to move it three times?

If you play Bc4, often you will find you have to spend time moving your bishop back to b3 anyway, so you can put it there quite cheaply in the ruy lopez since a6 and b5 arent that useful.  Also, look at the rest of the position you gave.  Black has accepted a bad bishop and a slightly cramped position.
