Yes, but you can be a "NM" (National Master) in any nation, not just the USA.  This sort of US-centric thinking is a real problem in chess.  Like if someone has a "NM" title from the CICF (Cote d'Ivoire Chess Federation) then he is a titled player just like a USCF "NM."

Seriously, Expert is no longer an official USCF classification?  I still use it all the time.

What's the point of playing chess if you just play for a title...Would be better to just play your best chess...improve your game..and grab a title along the way...Sorry to say with a rating of 1700..and the age of over 20...that's very difficult...but not impossible...Wish you the best anyway..

I don't think of Expert as a title, rather just as a classification of a player's strength like the US Class system eg. Class B player.

Or..you can change your whole personality...underwent a surgery to change your gender..play in woman category...easier to get a title that way..some of my friends here in Malaysia even achieve WCM with a MCF rating of 1800(Fide 1600)...

Ps: someone i know too well is unrated...but consistently beating NM,OTB...In Malaysia...if you don't play for about 6 months..the rating will expired...

After making NM in the US in 1984 I also earned the NM title in Portugal which is awarded to players with a 2200 (+)  FIDE rating . So, Portugal also awards an NM title .  

I would also like to point out that Fischer was an IM when he earned the GM title .  Kramnik went straight from FM to GM from one result in an Olympiad event and was never IM .  

Many titles are cheapened by awarding them on the result of only one event, imo . Some of these events are so weak that the winner certainly shouldnt be awarded such titles .  The National championships of many countries automatically award the winner with the IM title for example , regardless of that players rating and regardless of the level of competition the winner has faced..... its a farce ...

England also awards the NM title. And the requirements for getting it seem to be slightly harder than in the US.
