This member? 4200 rating, as in FIDE rating? because on chess.com his rating is about 2000+

I was looking at the titled players and I came upon the question : Is there any player on chess.com that reached the rating of 3000? Was there any previous player in chess history that came near or even past the rating of 3000, and is it even possible to reach the 3000 rating? Not as if 2000 isn't good, but I'm just wondering if there's anybody with 3000
