I thought that meant it could move but if it was captured it couldn't.
If a piece can't move when frozen then I'd like to point out that winston's guard wasn't frozen update 21 so should have been update 22 and so shouldn't have been able to capture my king.
The guard was placed a few turns before. I have interpreted the rules as frozen on the turn it moves there and unfrozen every move after that.

A "capturable" piece is allowed to move, but NOT allowed to dodge captures, this is so the attacker is guaranteed the chance to make the capture.
Yes, you will be able to make that capture if I don't capture your knight with my bishop.
