2 move chess. Just like regular chess it's the same position.

Just that you move twice except when it's a check or a capture.

This is unrated.

Also if you are threatening checkmate or capture or check you can move once.

Do you always move 2 moves in a row or only if you are checking?

Indeed, this is not new - and I played a few correspondence games of it many years ago. Also known as Double Move Chess or Marseillais Chess (there are slight rule differences). See the links below.
