Sorry, I was having some trouble lately. I’m back now. Do you mind if we play on gyrados?
Only the players or the moderator can call a game based on time. This game is not part of a tournament so I won't call the game.
But hitthepin did not play within 24 hours after a warning so gyrados can take the win if he wants to. I'll let gyrados decide if he wants to take the win, or if he wants to let HTP keep playing (even as rated).
Let’s just keep on playing. It would be a shame to conclude this game without a definite evaluation of the position.

Yes, you're interpreting the rule correctly. But calling the win should only be done by a player or the mod. Even if one player can call a win, some players might want to keep playing for the fun (even still rated).
