Abuse Report Response - Showing vs Omitting Usernames

Hello everyone.
I don't use the forums too much, so I apologize if this has been answered before, but I couldn't find it. After action has been taking following an abuse report, why do they sometimes specify the username of the account in question and sometimes omit it? I'm a bit confused about this. Does it depend on what type of penalty was received? Because this seems very contradictory to me.
